This is a good example of how "popular will" causes elected officials (in this case in Central Louisiana, but it could be anywhere) Ito bend to "public opinion," even at the expense of principle. Moreover, why would a student who failed an exit exam want to be part of a graduation ceremony? It's likely that "education" is now mostly a "rite of passage."
