Maybe they're giving him early warning so he'll have enough time to get over there and keep his promise.

But the notion that the impeached, disbarred and nearly indicted ex-president will be given the top secret info on the Iraq attack is sure to prompt concern among many Americans. Great. He probably has Saddams private phone number.
Seeing that Clinton and Carter have broken tradition about attacking a sitting president, I say let's break tradition ourselves on this matter. Alerting an enemy about an attack on his friend is not such a great idea.

Well now...so we're going to tell old "slick willy" about the attack before it happens?
Believe it or not, I don't have a problem with this at all. The key word here is "before". This word can be defined as "a time period prior to an event".
So, his notification will arrive about 15 seconds before the impact of the first live round. Given that it will take him at least 1 minute to come out of his alcoholic fog or pull his pants back up to get to the phone, the administration will have complied perfectly with this little courtesy. . . "no harm, no foul".
