Then again, we don't generally need protection from decent people, do we?
You can have all the Deed Restrictions and Covenants you want, but if I decide they mean nothing to me, how do you enforce them?
I buy the house next door to yours, and in violation of any and all covenants set up by decent people, I throw up a huge neon billboard, and open "Porn-O-Rama" for business.
Now what do you do?

You get a lien put against your house and would eventually be led away in shackles for not obey the deed to the property.
People in my neighborhood have to pay 50 bux a year for the homeowners assoc. As much as I think its stupid, its meant to maintain a nice area for my house.
Anyone who parks a car on blocks in the neighborhood is like a neon sign like you say. They will get a lien, be told to remove the car or face worse. Now this has been used for wrong like US flags, 8 ft fencing as opposed to 6 ft fencing and other small and insignificant infractions, it can be enforced for good use by decent people
