At least the state's willing to pay him. Some radical environmentalists have figured out strategies to claim private property for the state without any compensation whatsoever! And they are well funded. The individual doesn't stand a chance of defending himself and of defending his property from confiscation by the state--with NO compensation.
That would make a great tagline.
