The costs for Marshall plan were much lower than the money the US budget received in 1991.

I don´t think that you can claim damages for a war from a country you destroyed during that war, won´t you agree?
But... maybe a judge will accept a motion, who knows?

You forgot the A.P.R. of 1.75 % since 1947. File the bill. Sign the law. Then freeze all German and French assets in the US until the bill is paid. Including the holdings of Daimler-Chrysler. That should motivate the mini-Nazis to think twice about who protects this world and who's in charge. If they want to join the Commie-Ruskie-Chicom sphere, go for it.
