my take:

The Turkish Army is totally secular, and likely to remain so due to institutionalism. This is a legacy of Kemal Mustafa, the Ataturk.

Since the Ataturk, the military lets the civilians run the government unless the fundamentalist muslim wackos start to get out of control. When that happens, the Army cleans up the mess, runs things for a while, and then hands it back to the civilians until it happens again. At which point they come out of their barracks again.

Screwy, but it seems to work.

Would love for anyone to correct me on this, don't claim to be an expert.
