They don't need permission any more than your local DJ needs permission to play a Michael Jackson song. They just pay the stardard ASCAP/BMI roaylty, and be done with it. No problem.
Rush will never drop the song, which is like a multi-million dollar trademark. Generations from now, The Pretenders will be remembered only as the folks who played the Rush theme song. Like Rossini is best remembered as the guy who wrote the "Lone Ranger" theme. (And The Pretenders are no Rossini.)
