Where in the heck have you been for 5 months? Yes he is going to go to war with Iraq under the authority granted him by the United States Congress and his constitutional role as CIC. Saddam could probably avoid the war if he and his entire government turned themselves in but I really don't see that happening...do you?

Well, it's just that a little further down in the State of the Union Address, the President doesn't seem quite so certain about it: "If war is forced upon us [Read: If I decide to take us to war], we will fight in a just cause and by just means..."
