What island in England, and who tested anthrax there?

I think there is a language problem. And translation problem.

The island is probably "Anthrax Island" and he's refering to tests by England. (Unless England cooperated with Iraq long ago.)

Also, I've been informed that the "fiberglass" and "resin" probably refer to the bomb container...metal doesn't work right I guess.
