Can Graham run for reelection of the senate and pres at the same time?

I don't think Graham can pull a Leiberman and run for both. If he tries to, I'm sure Jeb and the heavily Repub legislature will make sure the voters get "freedom of choice" by forcing Graham to run for ONE office.
