18 USC 953, the Logan Act:

"Any citizen of the United States, wherever he may be, who, without authority of the United States, directly or indirectly commences or carries on any correspondence or intercourse with any foreign government or any officer or agent thereof, with intent to influence the measures or conduct of any foreign government or of any officer or agent thereof, in relation to any disputes or controversies with the United States, or to defeat the measures of the United States, shall be fined under this title or imprisoned not more than three years, or both."

While I agree that Ramsey Clark’s behavior is several bricks short of a load it occurs to me that we’re missing the Big Picture here. Put yourself in Saddam’s shoes. When Saddam hailed Clark's center "for its efforts to strengthen the principles of peace and humanity in the world" he’s preaching to the choir and cleverly stroking Clark’s ego. Saddam is isolated. His world view is skewed as he cannot travel abroad. He is surrounded by yes men eager to please or else they receive a bullet. I’m sure they are following biased media reporting. Visits by a former US attorney general, movie stars, German beauty queens and U.S. congressmen would convince him that we can be stalled into inaction. This activity goes way beyond treason. This activity is actually creating a bigger monster.
