They are reporting their largest deployment in 60 years in the papers this weekend. I think the Guard General does report to the Governor, however

He does- until the Guard is activated (federalized)in it's role as a reserve component of the U.S. military. The governer is then cut out of the chain of command.

The Govenor of Maine might now be out of the chain of command for the Guard, but I believe he is still in the chain of command for the teachers. Full court press on the gov all the way down that chain, and may it gather speed as it flows down hill!
