Fox has been elected the leader of a country with HUGE problems. This isn't going to be cleaned up just that easily. You can take steps, but basically Mexico has a huge, corrupt network in place and it's well established. You're looking at a man who is trying to push a huge boulder uphill.. and asking him why he doesn't hurry up.
