After reading this thread I have come to the following conclusions:

1) The Assemblyman either (A) stopped to ask for directions, OR (B) was pulled over after having been seen driving up and down the same street three times, at which point he claimed to be lost and asked for directions;

2) The police officer(s) involved either (A) were suspicious at the time but had no reason to arrest and/or charge him and later determined that he had a previous violation at approximately the same location, OR (B) upon later realizing who this person was, realized they had a chance to railroad a political opponent;

3) The fliers that the assemblyman was trying to deliver to the farm bureau office on a Saturday night either (A) appear to have never been delivered, or (B) were stolen and destroyed by someone determined to ruin the Assemblyman's political career;

4) The Assemblyman's presence on a stretch of road well-known in the area (and to him personally) as a hangout for prostitutes represented either (A) extremely bad judgment that distressed his fellow republicans (somewhat reminiscent of Gingrich and Livingston) to an extent that despite his voting record he is considered a political liability, or (B) a completely innocent result of getting lost while out conducting the people's business.

Unfortunately, I have seen nothing to indicate which is truth here. If he pulled into a gas station and approached an officer to ask for directions, that would be one thing. On the other hand, if he was pulled over and simply not cited at the time, then the version of the story that you have presented, as well as the Assemblyman's taped statement, sounds like a very clintonian spin. At this time, I'm afraid I must reserve judgment until the facts are better established.
