To believe that a Hussein behavior change is imminent is the height of naivete

But it wouldn't surprise me at all if Saddam, in a desperate attempt to buy enough time to see our window of opportunity close (at least until the fall), decides to give up a large chunk of his WMD to the UN inspectors. Even if he gives up half of his arsenal, he'd still have more than enough for his purposes. And since he's had over 4 years to rebuild that arsenal without any oversight whatsoever, we'd have no way of knowing exactly what percentage of it he turned over.
