U.S. wants Security Council to live up to its responsibilities

Unless President George W. Bush backs down, or Saddam Hussein abides by U.N. Security Council Resolution 1441, the war against Iraq should start in a few weeks. But war may not be inevitable if Hussein goes into exile or is removed by his own countrymen. A combined force of 200,000 American, British and Australian troops is now in or near the Gulf area. U.S. National Security Adviser Condoleezza Rice has branded Hussein "a serial abuser" of U.N. resolutions. She has told U.N. chief weapons inspector Hans Blix, who asked how much more time there is left for inspections, that "time is running out."

American officials have been saying that, if the Security Council does not rise to the occasion, then America will move along with a "coalition of the willing" to carry out Resolution 1441 without the United Nations.
