A Milwaukee Public Schools teacher disguised himself as a woman to lure a 15-year-old boy to a south side home for sex, according to a criminal complaint and WTMJ-TV (Channel 4).
James Simmons of the 300 block of E. Rosedale Ave. was charged with one count of child enticement and one count of second-degree sexual assault of a child, according to the Milwaukee County Circuit Court complaint issued Feb 3.
Simmons was released from the Milwaukee County Jail the next day on bail of $500, jail records show.
Simmons, 41, a teacher at Keefe Avenue Elementary School, returned to the classroom the day after he was released on bail, Channel 4 reported.
Milwaukee Public Schools spokesman Don Hoffman would not confirm Simmons' identity but did confirm that a teacher at Keefe had been removed from the classroom pending an internal investigation into allegations against him.
According to the criminal complaint, the boy set up a mailbox for himself on a telephone chat line and received a message from an individual using the name "Jackie."
In the message, Jackie stated that she wanted to have sex with the boy, although the complaint does not indicate whether Jackie knew he was a juvenile.
On Jan. 29, the two arranged to meet at N. 103rd St. and W. Hampton Ave., where the boy was picked up by Simmons and another individual who was driving a dark green Cadillac, the complaint says.
Simmons was in the back seat and appeared to the boy to be a female, and the two were driven to a home in Bay View, according to the complaint.
The boy began to suspect that Simmons was really a man, and Simmons later admitted being a male transsexual, the complaint says.
When the boy told Simmons he wanted to leave, Simmons offered him money for sex and performed a sex act on the boy, according to the complaint.
Court records show that Simmons entered a no contest plea to a prostitution-related loitering charge in Milwaukee in May and paid a $336 fine.
He also pleaded no contest to a loitering/prowling charge in Milwaukee in June 1999 and paid a fine of $145, court records show.
Reached at home Friday evening, Hoffman said he did not know how long the "personnel" who had been removed from Keefe school had been employed by MPS or what grade he taught.
He added that there are contractual regulations that MPS must follow when dealing with criminal allegations against employees.
He said that all MPS employees are subject to criminal background checks prior to being hired but could not say whether the checks are randomly or regularly performed after that.

Then just when you've sworn safety and banned the thing from your mind, it's handler calls you to slaughter, hands you the phone, and makes your voice tell your boss you are sick again.
