The Code of Federal Regulations (CFR) 103.34 states that banks must record a depositors SSN or Tax Identification Number (available to legal non-residents) when an account is opened. If the bank doesn't, they are in violation of Federal law.
Therefore, a Mexican Consular ID cannot be used to open a bank account, because if you are using it, you don't have either a SSN or a TIN
