Were so many people in Congress willing to overlook Clinton's rapes and other misdeeds because such behavior is regarded as being within the norms of tolerated behavior in their circles? Was Clinton so angry when his behavior with Monica was used against him because he thought there was an unwritten rule that politicians are allowed to get away with that sort of thing?
