California chicken farmers do not pay state sales taxes for products they use as litter and resell as fertilizer.
Fuel sold to commercial airlines with destinations outside the United States also is exempt from the state sales and use tax.

Under his proposed budget, every break currently authorized would sunset and be extended for five years only after its effectiveness has been determined. How about we sunset every tax and reaaffirm it every 5 years? That'd be entertaining.

Nah. And the same crapo is still going on in Oregon - it and CA seem to be in lock step on every idea that comes up (indeed, they both have the same budget problems - spending doubling over the Clinton years, and over generous retirement payments coming due). Yesterday's paper had the Corp. tax break trial baloon. I guess it's a pretty fair chunk of money, but increasing corporate taxes is equal to taxing consumers, who actually pay 100% of corporate taxes, as it has been ordained per economy 101. That's why corporations want tax breaks - to remain cometitive. There's no fat cat putting the tax break in his pocket - any product or service that's not a monopoly is priced by the market, and a company that is taxed to the point it can't sell it's product at market and make a profit (it's only reason to exist), will either go out of business or relocate to where taxes are lower. And wherever the corporations go, so go the jobs, and the taxes paid by the consumers who held those jobs. Econ 101 again.
Neither Oregon nor California are going to tax their budget problems away.
