David Kay on MSNBC phone says you believe Iraq only if you believe they live by the rule of law.

He thinks Blix was more the cautious lawyer and Elbaradei was leaping to represent that the hearts and minds of the Iraqis has changed for the better and he says one should not trust so much (very general paraphrase).
