This implies (to me) that you believe the ARVNs committed a HIGH degree of terror against their own population. If not, I stand corrected. However, any exigencies they perpetrated were minimal compared to what the Communists did. Communists of BOTH camps-VC/NVA.

Yes. From my reading, they did. Not perhaps in a deliberate, Communist way, but certainly too often, in the random application of firepower against non-hostile targets.
