By vowing to veto the Legislature's midcourse budget correction bill, Gov. Gray Davis has sent the state back to "square one," as state Treasurer Phil Angelides put it. Actually, it's more like square minus 26 billion, but who's counting? Apparently, nobody in the Capitol.
