First off- Lawrence Eagleburger had a substantial amount of money invested in Yugoslavia, and he LOST IT ALL. He lost all his investment and then blamed Milosevic. Larry didnt care about the breakup and the end result. He wanted to reward Slobo for his loss. FPW, that is where the problems began.
