It would be nice, and most people will do just that, but there are a certain percentage of people who will want to keep some of the debris as a souvineer, a small reward might change their mind. you cant assume everybody is going to be good, just look at the ebay thing earlier today.

Oh I'm not assuming all people will be good. I just don't think NASA should pay anything to anyone in this sad time. People either have character or they don't. You've heard the saying: "Character is what you have when no one else is looking." THAT'S what I would hope people today would have. But even so...no payoff.
