Don't think it would be a good idea to slow the ISS to 12,000 mph ............. on second thought, let me think about that a while. I'm talking about having inspected the fairly obvious possibility of tile damage from the anomaly on launch. If a problem was detected then the de-orbit burn would not have taken place. Their speed would be much higher while waiting for the rescue rendezvous by ISS.

He's talking about changing the orbit of he space station so that the shuttle could have flown to it before it tried to de-orbit.
