Ridge is fully in control of the operation, looks like an emergency 1st test of the system.

Ft. Hood soldiers, eh? The eastern edge of the debris field appears to be closer to Ft. Polk in Alexandria, Louisiana than the other end is to Ft. Hood.
Just an observation...

Ft Polk is primarily a training center, anymore. That means that Hood has many more troops. Hood is also the location of a corps hq, if I remember correctly. They have access to more resources.
