Interestingly, they decided that the rules of the pool do not apply to groups that rent the facility.

Thus, there are now NO rules at the pool for groups that rent it.

Seriously. That is what they did to justify their silly action. Too afraid to grant a special waiver to the group outright - though that is precisely what the council did by virtue of its action. (4-3 vote)
