What is a $1 Million warrant? What does a million dollars have to do with a warrant to arrest someone?

Is this a kind of reward? A kind of pre-set bail?

Can't the police arrest someone without attaching a dollar amount to their warrant to do so?

What gives here?

You got me. I'm sure there's a warrant for his arrest, and maybe they expect bail to be set at a mil, but they don't usually set bail until the suspect is in hand, I don't believe. FReeper lawyers, help us out here...
