How do you feel about CFR? Is it Constitutional? If not, why was it signed into law?

No I don't like CFR, and why it was signed into law I will never understand - I CAN understand, however, the frustration with special interests donating huge sums of moneys to campaigns in hopes of getting something in return from elected officials. That being said, I believe VERY strongly in our rights regarding speech and political activity. I don't know what the solution is, but the CFR wasn't it...
