That's not what we're going to do at all. The goal is to surgically eliminate Iraq's capability to defend itself. Killing the entire population of Baghdad by eliminating their water supply is not necessary.

It would be stupid and counterproductive.

But by the same token, killing the entire population of Baghdad WOULD limit Baghdad's ability to defend itself... (Not that I advocate that or anything...)

It would be stupid and counterproductive.

It would also be against the rules of war. A deliberate attack on the civilian population.
But, if we were to destroy it incidentally to attacking a military target, well ... so be it. The only problem I see is that we would, eventually, end up paying to rebuild it, either in money or other considerations. IMO.
