Because those projects buy votes. Don't expect politicians to pass up opportunities to buy votes with your money.
Of course, as we got to keep more of our tax dollars for spending on ourselves, we could hire these people to do useful work, like tending our yards and cleaning our homes. That assumes that they would WANT honorable and useful work. For some reason, I cannot picture, say, Carl Levin swabbing a toilet.
