I don't think Brown is mad at Ritter for messing up the plan.
He was mad, about what I do not know.

My impression of Brown's demeanor was that he felt an inner outrage over what Ritter had done. He obviously had planned ahead by consulting network lawyers about the law and called Ritter on his stonewalling lie.
