Sounds like Scott aka William Ritter, was actively trolling for young girls at this time.I assume the authorities are also interviewing the family babysitters.Getting caught by the police the first time, was obviously not enough of a scare for Scott aka William.I wonder if the Albany counseling was enough to cure Scott aka William of his predilection for young girls.Was this period the beginnning or the end of his dysfunction?

This is coming from a man who claimed -- probably correctly -- to be under FBI surveillance. Gotta wonder if part of Scotty doesn't want to get caught. Something seems to be eating at his conscience:
