Israel and India both have agreements with the U.S. not to cooperate with the U.N. International Criminal Court. I'm sure Turkey would have a similar agreement if they were not hoping for EU membership.

With India the US looks like its lined up its ducks for the long haul. Now India is at least a safe haven refuge for any US mil people in trouble or forced to seek shelter there.
