I no longer have the article, but not too long this came up in the Freeper discussions. The issue revolved around the States legalizing medical marijuana, and the Feds opposing it. When it went to court, and I think it was the 9th District, I Feds were basically told that that the States didn't have to comply with Federal Laws on this issue. The wording was something to the effect that The Federal Government could not compel State Officers to enforce certain laws. I am very loosely paraphrasing here, so forgive me for not getting it perfect.
