Furthermore, I'm positive this wasn't Richardson's idea. I think he is walking on very thin ice here, and is justly terrified of doing anything to annoy President Bush on this Korea issue. I believe that Cheney and Rumsfeld told him exactly what to say and do, and I believe he did it.

I gree with you. I heard the press conference. Richardson made a point of saying that he agreed with the policy of the United States, and that he was going to report to Colin Powell and that he had NO official standing. He was very deferential to the administration, walking on egg shells, as you pointed out.
