Am I confused about this, or isn't the very fact that they haven't found anything a sign that he is in breach? I mean, they really aren't looking FOR anything, are they, aren't they looking for SIGNS that he HASN'T destroyed the WMD?

And if there is a war, and if he used chemicals, wouldn't that be the absolute living proof we need that he's lying?

It would be too late as far as disarming Saddam is concerned. It would prove the assertion, but no one would care by that time.

If Saddam wants such weapons, the kinds of weapons that saved him from being overrun by Iran, that saved him from being overrun by Kurdish mothers and schoolchildren, that save him from being overrun by primitive, illiterate, swamp-dwellers from the south, there is no way to keep such weapons from him aside from invasion. The UN can debate the issue after the Coalition has taken care of the problem.
