I don't remember the rules, but Senators can put holds on them. I just don't remember if they must be from the same state..... Seems Byrd had a hold placed on one sometime back that never got to a hearing.... I know that they usually look for support from the home state Senators....
There's something about silent or secret "cards" from home state Senators and the nominees have to get approval cards or the guy's in trouble.
Didn't John Ashcroft put a secret hold on Judge White and stop his vote because he was a home state Senator? Maybe, it's the reason for the hold that's secret.
