I write topical humor for radio for a living, and in my expert opinion, Michael Moore is no satirist. Satirists tell the truth in a humorous way, and Moore dispenses lies in an angry, boring, unfunny way. I've seen him do some amusing things, back in the old "TV Nation" days, but nothing he's put out in the past decade deserves the title of "honest satire." He's not a satirist, he's just a self-satisfied propagandist.
It's also ludricrous to call "Bowling for Columbine" the best documentary ever made because it isn't even a documentary. Back when I got my film degree, we were taught that a documentary could take a strong point of view, but it could not falsify archive footage or create staged scenes and pass them off as real. Moore does both. Again, the proper term for what he is doing is not "documentary," but "propaganda."
