It's Jorges policy, I think he already identified North Korea, Iran and Iraq. Communist China seems to be a threat given their comments about nuking L.A. Even Russia could be a threat if one considers their large stockpile of weapons.

In fact any nation that threatens our global hegemony could be considered a threat under the new 'policy'.
