I remember right after 9/11, as there was talk about developing new law enforcement procedures (which eventually became the Patriot Bill), the FBI was telling us that we were going to have to get used to negotiating with bad guys in order to gain info about other bad guys.

I guess this is the fruit of that thinking.

To negotiate successfully with the bad guys, the FBI will have to hire somebody who is as smart as the bad guys.
