No, it makes perfect sense. Numbskull #1 is arrested for providing false passports. To try to squeeze out of the jam, he offers to identify terrorists who used his passports to enter the US. The FBI (or canadian fbi) then shows him pictured from his vast collection of fake passports and hg goes...

Yup, that one.

Yeah, him too, that's another....

You get the idea.

In other words, I suspect that the Pakistani guy was one of the customers of the passport forger, and the forger pulled the sap's fake passport out of the pile as a terrorist, in order to cut a deal.
