The biggest problem is that the terrorists are not boy scouts, and they will not associate with boy scouts--they will associate with scum like themselves.
The problem is that in order to infiltrate them, we have to hire known scumbags--and that means getting into bed with some really unsavory people, and those people might take our money and use it to fund their own terrorist operations against us.
