Controller urges swift budget action
State Controller Kathleen Connell is warning the Legislature that the governor's recently revised budget forecast will require immediate action to ensure that the state can meet its obligations in the current year.
"If the governor's recently revised revenue projections are realized, the state will almost certainly need to issue a second consecutive year of revenue anticipation warrants by May 2003 to enable the state to fulfill its financial obligations," Connell said. "Limited available credit capacity and a serious concern among credit providers regarding the state's ability to repay a RAW issuance will prevent California from selling the new RAW at the lowest costs."
In a letter to legislative leaders, the controller, in her final hours in office, urges the Legislature to take action early on in the emergency budget session that will reassure the financial community that California is serious about addressing its estimated $34.8 billion budgetary shortfall and meeting its current and future obligations in a timely fashion.
"Midyear reductions to the 2002-03 budget will be an important step in establishing such credibility," Connell said. "Additionally, serious discussion of possible tax revenue reforms and expenditure limitations necessary to close the budget gap should be well under way by March 2003."
She said she remains optimistic that the budget gap can be closed if timely action is taken.

Just keeping you all informed, because the news about what they are going to do will be coming out in dribs and drabs. I don't trust them and I want to be fully aware of when they decide to do a tax hike.

She said she remains optimistic that the budget gap can be closed if timely action is taken.
Just my inexpert opinion...Kathleen Connell seems to be one of the few Democrats
in California politics with an IQ above room temperature.
(One other is Rod Wright, who represents a district in South Central).
But I think Connell is a bit too optomistic.
When Gray Davis chooses Steve Peace, one of the architects of a bankrupt
energy policy, to fix a state bankruptcy...I doubt any good can come of it.
That's why I'm alerting all my friends in "flyover country" to stand ready to
badger their Senators and Congress-persons with phone-calls in the near future...
When California attempts to suck their tax money from the Federal Guvmint in order to
bail out California from it's own self-inflicted mortal financial wounds.

It's great that both Congress and the White House are controlled by Republicans. The GOP doesn't owe anything to the voters of California. Even if the Federal government threw billions at the Golden State, those idiots would still vote Democrat.

You are absolutely correct. They are a bunch of lemmings.
But in fairness, Kathleen Connell and Rod Wright, while having "(D)" after
their names have exhibited common sense for the most part.
I guess that's why Connell never got traction in the last governor race primary...
(PS: Does your screen-name allude to "The Inklings", the group of scholars and
writers that included C.S. Lewis and J.R.R. Tolkien?
Just curious...)

stamp offices. This got some attention. I'm not holding my

Just curious...)I have had this screen-name for years as an e-mail address, a freelance business name and nickname on a variety of forums, and no one has ever figured out the origin. Until now, that is. GOOD WORK!
I first heard of The Inklings in the mid-90s while reading a biography of C.S. Lewis. Being a big fan, I have used the name for my graphic design business (nice double-meaning with "ink") and as an Internet handle ever since. You're a fan too, I take it?

Well, my terribly honest nature (foisted on me by my very moral parents) forces me to tell
you this:
It was timing that allowed me to make the connection. Our major PBS affliate ran two
specials two weekends ago, one on the life of J.R.R. Tolkien, the other on C.S. Lewis.
The Lewis special was titled "The Magic Never Ends". "The Inklings" got a fair bit of mention.
I did quick Google search and found the special listed at the company that produced it at this URL.

The documentary had a short passage of Monty Python's John Cleese doing a reading
from "The Screwtape Letters"...absolutely delicious in his biting sarcasm in the reading...
Hence, my ability to connect your screen-name with the famed "Inklings" resulted
from my seeing the show recently.
I suppose that I might thank radical Islam as well. I think the flack PBS got
for airing that informercial for Islam ("Muhammad, Legacy of A Prophet") put
PBS into a radial mode of "Covering Our Derrieres" and "Preserving Our Congressional Subsidy".
That's about the only real reason I can account for the re-broadcast of the PBS Frontline
documentary "Muslims" that didn't blink in showing the dysfunctionalities of lots of the
Islamic world, as well as broadcast of the obvious Chrisitan-centric lives of Tolkien and Lewis.
This has been followed up with showing the Abba Eben (sp?) narrated specials on the
history of the Jews.
I think PBS got enough phone calls to remind them that the USA is not yet
living in submission to Allah.
You're a fan too, I take it?
I got a fair amount of exposure while attending a conservative college (affiliated
with the mainstream Churches of Christ) for my undergraduate degree.
With my readings of C.S. Lewis AFTER graduation, I'm convinced the faculty made a
significant error in not more fully covering Lewis, Tolkien and some other
modern-era Christian luminaries like Corrie ten Boom (The Hiding Place).
As good of an total education that I got in my undergraduate years...
there were some signifcant parts of Christendom that didn't get included.
The Hugh Hewitt Show (www.newstalk870.com) included a metion of a website
for C.S. Lewis fans.
This website even recently had a contest for the best update to "The Screwtape Letters"
