Although not widely known, DNA testing later showed Roger is, in fact, not Bill Clinton's brother, but his son.
Hey, stuff like that is common in that neck of the woods.
With no father around, adolescent Bill had to learn the facts of life somewhere.
Also explains Roger's IQ score (think temperature at the North Pole).
