CA: Candidates getting early start -- on '06

Kevin Shelley has another week to wait before he's sworn in as California's secretary of state. But already, he's filed paperwork to run for re-election in 2006.

State Sens. Jackie Speier, D-Hillsborough, and Joe Dunn, D-Santa Ana, were just re-elected to four-year terms. Already, both have filed documents allowing them to use leftover campaign funds or raise new money for the posts they plan to seek in four years, lieutenant governor and attorney general, respectively.

As confusion spreads, so do rumors, including one that all officeholders with leftover funds needed to declare their next candidacies by year's end -- or lose access to the money they had tucked away.

I thought all left over money went to Davis or Two-PAC Pelosi...
