Why shouldn't holders of the original three elven rings (three rings for the elven kings...) not be able to have a special mental relationship. Their powers had never been fully described but judging by Rivendell and Lothlorien's magic I'd say they were immense. Galadriel did have the power to enter thoughts of those in her realm.

I may be mistaken (and the films don't reveal this), but doesn't Gandolf possess the third elven ring?

As far as I know the rings didn't grant any kind of communicative ability. That would be cool if they did though. The power of Galadriel's ring was pretty much consumed by maintaining Lothlorian - once the one ring is gone Lothlorien ceases to exist. The last of the two way connections are the palantirs - but only those with the strongest wills dare touch them.

Ring-bearers can see the minds of other ring-bearers. Such is shown when the Fellowship arrives in Lothlorien and Galadriel comments, "Gandalf the Grey has passed into the shadow. I can no longer read his thoughts" (or something to that effect).
Hence also why Frodo could see Galadriels ring, Nenya, but Sam could not.
