W A S H I N G T O N, Jan. 27 [1999] — Having decided to order new testimony from Monica Lewinsky and two other witnesses, senators are now scrambling to prevent the impeachment trial from spiraling out of control.Following a virtual party-line vote this afternoon to call witnesses, Senate Majority Leader Trent Lott and Minority Leader Tom Daschle tried to hammer out a bipartisan deal that could end the trial in the next two weeks. A motion that would have ended the trial immediately failed by the same 56-44 vote.
The leaders had hoped to work out a deal today, but now say senators need to sleep on it and talk again in the morning. Both Lott and Daschle expressed confidence an agreement can be reached by Thursday afternoon.
“I’m reasonably optimistic,” Daschle said. “But, you know, I’ve been optimistic before and have been shown that I was too optimistic. That could happen again.”

US senators have agreed a new set of procedures which they hope will avoid gridlock in a Senate evenly split between Democrats and Republicans.
Under the new agreement, both parties will have equal representation on the various committees, and be entitled to equal staff and budgets.
The new regulations also include a series of mechanisms to resolve tied votes at different stages.
The plan - which was approved by voice vote - was the result of two weeks of negotiations between the Senate Democratic leader, Tom Daschle, and Republican leader Trent Lott.
