Gertz is a great reporter who is not afraid to dig into what is going on in China--and report it. Unlike your typical PC reporter who cares more for how he/she is going to be treated, Bill tells it as it is.
"The above quote is pure speculation and conclusion without substantiating facts by the author. In fact, he later quotes Fleisher as saying that the administration believes the opposite is true."
Need to read his "The China Threat" to get all the substantiating facts and details. It's Fleisher's job to spin it pro-PRC, as the Bush Admin is for better relations with China. One is a spokesperson and the other is a reporter.

Gertz has a connection high up in the Pentagon, or some other intelligence agency, and gets leaked stories at least a day before anybody else, when it suits the purposes of the leaker.
When he reports one of these stories, you're going to hear a lot more about it in the next news cycle.
This dates at least as far back as the Clinton Administration, to my knowledge.
